Need Help ASAP - fuel pump float position for install 90 240sx

1990 240sx Hatch

Had to replace the fuel pump when i bought the car, but the needle only goes to 3/4 full when the tank is full.

The float mechanism was not bent in anyway. However, when you install the pump is the float suppose to be situated inside the housed area where the pump resides?

Or does it go over the housed wall and rest in the general tank area....

EDIT: I currently have the pump removed again from the car.
