Need help as soon as possible (wont rev past 3k)

My car is currently at a shop having a dohc engine from a 98 swapped in. I brought them a maf to use earlier in the week. I told them that I needed everything done by today because Im in a dilemma and need a car quick.

They called me a few minutes ago and said that the engine wont rev past 2-3k... Tach doesnt work so thats their estimate. I have a few ideas of what could be wrong, but I want to make sure before I put more money into parts.

Is there something wrong with the maf, the ecu, or the wiring? I need the car right away and Im hoping this is something I could fix.

Car info:Shell is a 90. They replaced pretty much everything... Engine/ trans/ harness/ ecu/ maf/ intake manifold.

Any help is appreciated. Thank you.

Pull the codes off the ECU. I'm pretty sure it is a MAF or MAF wiring problem.
