need advice on turbo set up

I have a s13 sr with a tomei ecu. With this ecu i am able to run the 480cc injectors out of a s15 sr. Everything is stock right now on the motor. I am planning on getting tomei poncams 256/256. With these cams and the 480cc injectors will it be safe to install the garrett 2871R, at a moderate boost(no higher than 12-14psi).

I forgot to note i am not looking for high numbers. I am needing to replace my turbo soon and this seemed like a slightly better choice than the s15 turbo. I suck very bad at math so doing all the figures up for the best turbo for my set is out of the question,
