need advice on this engine before I buy

I found this 240 I am thinking of buying. Heres the listing: http://denver.craigslist.org/cto/1372436681.html

The thing that bothers me,might not be a big deal, in the listing it says that it cuts out at high rpm and idels funny. My question is it a big deal or is it an easy fix. Take a look at the listing its got pics of the set up and what he says is wrong with it and let me knw what you guys think. Thanks guys.
