Need a master tech, acting funny. Help please

Alright, I have a 1991 nissan 240sx with a manuel ka24de engine.
MODS are
4-2-1 header
cold air intake
3 in. exhaust with 3 in. test pipe
nology hot wires
BC stage 2 cams 264/264 218/218
f1 stage 2 clutch
new injectors (stock)

now for what I have replaced,
ignition module
ignition resistor
ignition relay
ngk spark plugs
dizzy
dizzy rotor
dizzy cap
temp sensor bolth of them
water pump
oil pump
IAC valve
TPS sensor
Egr tube
coil

Okay, now for the problem. When I pull the codes I get code 22. That is primary ignition, I have done the steps in the FSM with everything checking out. I have done alot of research on this, most everything I found was nobody comes back to tell how they fixed the problem. When I am drving it will drive just fine as long as I dont go over 75% of the throttle. I can take the rpms all the way to red line if I keep 75% of throttle. If Im WOT it will pull all the way to 4000rpms and when it hits 4000rpms it stops pulling, but I can hear the motor is still running its hard to explain. Sounds and feels almost like the speed limiter in 5th gear, but it does it in all gears at 4000rpms. My father-in-law thingks its fuel related. Not much to this fuel system, fuel filter was replaced 2 years ago. He went out on a drive with me and said it almost feels like its beeing starved of fuel. I replaced the fuel pump less than 6 months ago. All the lines look good, no pinches or binds in the line. I've had my car sitting now for a year, I thought maybe the fuel had gone bad. I seafoamed the gas tank and drove it around at 75% throttle till the gas ran out and then I filled it back up with 91 and put a little more seafoam in. Still trying to drive around to clean out the system. Im lost as of whats next to do. Can anyone help? I have all the results of the tests that I have done if you need the results. I also tryed unplugging the fuel regulator vac line and running it to see if it went away, no result. Thanks for your time guys!!!!!!

Have you checked your MAF?

I just went to check if it was still good, the car didn't start. Going off of the fsm, I have to warm the car up to check it.. Any other ways of checking it? Don't have another 240 owner close to swap them out. In the middle of buying a used one, and I found a used dizzy. Will keep updating as I test and get parts.
