Ok, so a 13 year old Russian girl emails her President's blog asking for a Guinea Pig.

At first the local officials show up at school and chide her for wasting the President of Russia's time with such a frivolous request. The parents write the President to complain and later officials show up at her door with three Guinea Pigs and food for them for a couple of months.

From talking with Igor here at work, apparently the 1970's-1980's if you had a son born to your family, you named him Leonid. Then you wrote a letter to the General Secretary informing him that you were so inspired by his foreign or domestic policy that you named your son after him. Low and behold a TV (color) would arrive from the government. Apparently, it caught on in the Soviet Union, who needed to move TVs that no one was buying.
This got me thinking.. maybe I can name my son (yet to be born) Barack and then write him a letter asking for a guinea pig.. no.. a new TV.bud
