If memory serves correctly, many people say that rolling is just sort of flattening the lip in the innerside of the fender, and pulling is the actually visible deal where the fender is rally pulled outward.

Basically, can this do both?

Not really, to pull the fender a good amount you'd need a hammer and a good touch. Generally heating the fender helps somewhat while you are doing it.

Rolling the fender will net a good 1cm more clearance between the fender and tire.

All you are really doing is bending the metal lip inside the fender, up and toward the outside so that your tires don't catch it when you lower or bottom out. In the past, I've used a baseball bat or some PVC piping. It did the trick on my old Corrado. Then I just sprayed the inside where some of the paint cracked.
