Yep, I've used it extensively on my MGB when I was restoring it. It doesn't cover up or prevent rust; it eliminates it by some kind of oxidizing process. Essentially it changes the iron oxide into some other oxide that is nonreactive. I'm not a chemist so I don't know the particulars, but it works.
It's a pink Pepto-Bismol looking gel that comes in a small spray bottle. You can get it at Pep Boys or wherever. First you clean the rusted area, sand it down a little bit to get rid of the exterior stuff. Spray on the jelly and use a toothbrush to get it in good around the rusted areas. Don't get it on painted surfaces or it will stain it/remove it (like brake fluid). Let it sit for 10-20 minutes. The rust will turn black and grainy. Wipe off the naval jelly, sand for a minute or two, and voila, the rust will be gone.
It's good stuff but it requires a lot of patience and it also will attack your skin big time (as I found out the hard way) so make sure you wear gloves. IIRC it was about $6 a bottle, but a little bit goes a long way. Great for removing surface rust.
