I'm not sure about smog emissions rules and regulations, but I am pretty sure that the CA18DET will not pass smog. If you do go through the swap successfully and get the car running, eventually you'll have to get your car smogged. Since you live in MPK, I'm sure you'll have no problem finding a "special" smog test station around. There's are a bunch in the SGV alone.
Your second question is a bit vague. I'm not sure about what you mean by "stable." If you're planning on doing this swap yourself, I hope you did your homework. If you plan on having it done by a shop, I recommend a reputable tuner shop like Phase2, Signal or MotoRex. They could get that motor in for you at a reasonable price, 1000-1500 (guess-timation). But I'm not sure, so I suggest you call them up.
How important are motor mounts? On a scale of importance, a 1 rating is unimportant and a 10 rating is very important. Air conditioning, I would say is a 1, you don't "need" it to drive your car. Motor mounts, I would rate them as 10, because you need them, without good engine mounts your motor will be bouncing around in your engine bay and you'll feel some sicka$$ vibration throughout your car.
