i have a stock ka24de i want to get more horse power without turboing it. how could i do so

there are many options, AMS for example has a internal rebuild kit. BC, Brian Crowler has a 2.6 stroker kit. And on top of that you could take some throttle bodies from a GSXR 1100 and do an ITB setup making a high response engine that revs up quick. There are other ways but that should help you think of what route you would like to go, just remember N/A power can be pretty expensive.

I have a road race kade and it can get very expensive . How much is your budget? This will tell what you can do.What mods have you already done?

You can't make power cheap. I have about $5000. in mine. I would tell you to start with the bolt on's. Cold air kit, a good header, hi flow cat, cat back exhaust. Mild cams. VSLD with 4.36 gear. You will lose alittle top end speed but gain more low end torque. Then build from there.
