Mystery wire for dash wiring

I have a unused plug near the ECU. It is 2-3 wires into a small white plug and I dont know where it goes. Anyone know what I'm talking about and where it goes?

Also, help trouble shoot this...when I initiall connect the power to the batter everything is normal. Then when I turn the key to the on position everything is normal (except it doesnt start because the engine isnt completely wiried up). But then when I pull out the key the accessories stay on, aka gauge cluster check lights (check oil, seat belt, other lights). So its like the key is still in, but in the accessory position. Anyone know?

I would think the second issue would have something to do with your ACC relay not shutting off once the signal wire is cut. I've seen that happen in my DC Circuits class. First thing I'd do would be finish wiring everything up, and if that doesn't work, replace the relay.........at least that's the direction I would go in. I can explain how a relay works and how it would burn out giving you the symptoms you have if you want but I'm off to work right now.
