After researching the forums and various information on the Internet, I went with the Hella H71020051 Optilux Model 1300. I wanted something close to 3.5" H X 3.5" W X 3.5 D so that it would fit snug into the bumper and foglight bezel. Also, I wanted a reputable sealed beam kit with white lenses. These lights measured approximately 3.4" H x 3.4" W x 3.2" D and included the needed hardware i.e. relays, switch, and wiring make the lights state inspection legal in VA.

To install them properly, I removed the bumper, which took about 10 minutes, so that I had stable access to the existing foglight molds in the bumper. Using a dremel spiral cutter, I made two slots in each mold to mount the foglight bracket. I used a larger washer on the backside of the bumper to give extra rigidity for the bracket-to-bumper mounting. Notice no GLUE and ADHESIVE was used.

Next I needed to cutout the circles in the bezel. Using the same spiral cutter, a 3.5” circle was removed. The final trimming was completed with an X-acto knife as the plastic is very soft and will melt under the heat of a high speed sanding tool.

This is how it all turned out.

I got them from Amazon.com. They were around $40.
