If someone in my car needed medical attention and someone blocked the shoulder so I couldn't get by b/c they were being a traffic-vigilante, you can be sure as hell I wouldn't take it lightly.

Have you ever been to Minneapolis/St. Paul or are you just saying that because of your preconceived notions about these places? The highway entrances and exits in Minneapolis are nuts!
