I thought about building something of a similar appearance that is street ready.
Basically there is a kit that runs about 10 grand or so and is available as a single or two passenger. It uses a Chrysler 3.5 like what I have in my 300 m. It mounts as a package in the back with the steering locked (although I can think of maybe a 4 wheel steer option that could be done). The author of the article picked the engine and transmission out of a rear ended Intrepid for $1500 complete with all the electronics including air. Looked really slick, had an optional bubble top. What it didn't have was an engine cover which I figure would have to be a necessity in my area.
At around 2k in weight it should perform fairly well.
