my new car wont start, have running parts car to fix it. help please

I just got a 93 hatch deliverd to my house today. it wont crank at all. it was stolen from the previous owner and had the ignition broken. the windows got stuck down and its been sitting for a year, so maybe that has something to do with it. the guy at the dealership seemed to think a new steering collum and computer would fix it. i do know the windows won't roll up. the power mirrors won't work. the turnsignals won't work although the hazards will. i do have a running 240 so i have everything to do it' i just don't want to have to rebuild the whole car. any help would be greatly appreciated. i'm kinda lost as of now.

sounds kinda like some of the wires from the ignition switch got cut/broke/something.

check all of those

i did. i even took the ignition off the working one in there and........ nothing. is there any other way to check if it starts? i have the whole dash off now. so i have access to just about anything. would switching out the steering collum help maybe?

switched over the complet steering column today, still no dice. changed the interlock relay... nothing. would a bad ignition relay prevent my starter from cranking? i tried shorting the cluch interlock swich to see if the switch was bad, nothing there. tried switching the computers, nothing. I am so lost. any one have any ideas? i'm open to anything right now.

oh, yeah would an bad ecu keep the starter from getting power?

ok, got it running. it was a bad starter relay. now when i rev it it blows black smoke. could that be from it sitting for a year?
