If you're going all out, you might as well get a bigger turbo... like a T28 or so.

What are you planning on using for engine management?

I'd go with 9 or 9.5:1 myself instead of the 8.8.(after getting ur block and head decked the 9:1 will bring u closer to factory and ur out of boost driveability will be better with a higher cr). Also is ur crank trash or something? No need for a new one unless yours is wasted(most can be repolished with new bearings and still be in spec). U don't need rod bolts either they come with the eagle rods. The cometic isn't nec needed either, u can get a felpro kit and it'll hold up just fine with the arp's. I also wouldn't get the megan manifold, to me its like having a crap load of port work and larger valves just to put stock cams back in. I'd look into the JGS manifold, not pricey at all and great quality, fitment and strength. Also u forgot an oil line kit(JGS also sell's this), a fuel pump. and what are u going to tune the 550's with? U'll also need a downpipe. Also the 50 trim loves bc stage 2 cams, at around 300 bones they are pretty cheap. Also check out ka-t.org at some members setups so u can get a better idea what ur getting into. I think I covered most the bases for you.

I'm an idiot, thought the numbers were something else. I still say you should go bigger though.

im not aiming for stupid huge number. if i get like 300-350 at the wheels and im good. t3/4 can hold that. if not ill go straight T4. the car is not going to be an all out drag car. if i lay down low 12s im happy. the car will be for sliding if anything

I've been researching EM for awhile. I'm about to get a s14 with a low compression build, and all the parts to go turbo except for the EM.

I think that the Calum realtime ecu is probably the best way to go if you're not going to spend alot. It's alot like the way most subaru guys tune their cars. So it's more familiar to me.

I'm sure you've heard of it, but check it out.

Man, that sounds delicious!!! Have you thought about an Enthalpy tune or Jim Wolf ecu. It may cost a little more but no worries.Good luck!
