My KA is running too rich

I have a 1989 KA24E 240SX that had a 1993 DE swap done to it before I bought it. Now I'm running into problems left and right...knowing when I got the car though that it would be a project car. My car at idle sounds like it's cam'd, and last night I started the car for the 1st time in a while, and the exhaust was shooting flames like crazy...I've only done small stuff to it...changed the oil, changed the plugs and wires, and that's about it. I also have the exhaust cut-off at the cat. I'm wondering if anyone else has had this problem and if you can help me figure out where I need to look.
