my ka hesatats a little bit

off and on it hesatats at about 3 grand for a sec just enough to feel it and then at 4k it wakes up like it has vtec.it has a new fuel pump and fuel filter air filter and spark plugs but one of the wires is broken a little could that be whats wrong with it?also where is the engine block coolant drain plug at?
