My Horn Isn't Working. Any Advice will help.

When i first bought my s14 my horn wasn't working and i didn't think it was a big deal until i started driving with all the idiots on the road.......lol.

Well anyways, to get to the point i took off my steering wheel cover to see if i could disect the problem and i found out that my car was missing the piece in the picture below.



not sure if that's the piece to horn i'm missing so i decided to take it to you guys hoping i could get some answers. Thank you.

I am pretty sure that is for the horn, I had my steering wheel off last month......
