my headlights are stuck!

I tried to turn on my headlights today, and they wont pop up.I have checked the relays, fuses and motors. nothing works. I can still adjust them manualy, and they still light up, but wont pop up. I have extra motors and tried them, but nothing. I NEED HELP.

mine started flaking a bit last couple days. Won't pop up every now and then. Sometimes they won't go down. If I wiggle the light stalk they work though, not sure if that's your problem. I guess my stalk is going bad, or has a bad connection. I need to look into it further.
