My friend is having starting issues...need suggestions!

so a good friend of mine has a 1jz sc300.

it has been a huge project for the last 6 months. he got the car in pieces, literally.

he had a local shop put it together (lots of custom work)and he got it back running, but untuned and boosting extremely early (within the first 1000 rpm or something like that)

well, now it is not running.at first it was a bad fpr but he has replaced it twice...

here's what the car does.

he goes to start,no cranking.we can hear the fuel pump straining,and the fpr jumps from 10psi-30psi every half second.

any have any ideas at all about what it could be?
