My driveway hag

YOOOOOO, I'm Jack. I've been on the forums before here, just needed to make dat new profile soooooooooo, YAH. I drive a 91 hatch with yer standard Ka24DE. She has been sitting in my driveway for about two years, minimal rust for time spent in the elements. Now onto my real problem; started throwing parts at it(slave cyl, battery, and a starter) starter was where I stopped today. I know there is some sort of plug on the left side of the engine bay that is supposed to play some role in starting, however I cant tell if its EFFED or not. all I know is its blue. I ask you all, what should be my next move with this. I was thinking alternator but I'm kind of hoping there might be something cheap or even free I am unaware of doing right now. If so please enlighten me!

Is it not starting? Or not charging?
There's a starter relay you could replace too if its not cranking.

would the relay be the blue plug on the left of the engine bay? would I be replacing the relay on top that is bolted to the engine bay?
