To find out if it's your battery is low, best way is to get a multimeter:
I believe cars won't start under 10v. Do this test w/o jumper cables.
Once the car starts, the battery level should be between 13-14v w/o jumper cables. This means your alternator is working. If it is whatever it was before jumper cables, your alternator is not charging your battery.
Easy test: take your friends battery and put it in your car for a little while, just for starting purposes, that will eliminate that right away.

If you are getting 12v on the battery and the car is turning slow, your starter may be dying. Have some crank the car while you take a pipe/bat and tap the starter. If it starts, your starter is bad.

How old is the battery? Have you done anything electrical w/ the car lately before this happened (i.e. install fog lights, hid's, etc). It can also be a loose connection or bad ground coming to/from the starter.
