My 95' 240 is shooting an ECU code 37? Closed Loop? HELP

Today my car popped up a check engine. I checked it out and it gave me a code 37. I checked on the online tutorial and it says 37 means "closed loop". I know what closed loops means but does this code say its not getting in closed loop? or is it in it all the time? Please someone help me and spell out the details of that code. thanks in advance.
