my 91' s13 turns over but wont start

ok first things first, it is not the single cam, but the ka24de twin cam. ok so i bought the car and it wouldnt even turn over but then i moved a vaccum fuse over to a missing ignition fuse and it began to turn over but didnt start. i then replaced the oil, readjusted both cams (they were not in proper positions), checked for spark (weak), fixed the distributor (180 out), and re-tensioned the timing, and put sea foam in the tank (gas is about 5 months old). there are some lose or broken wiresand a few plugs without the other ends do to power steering, turn signals, and i believe power brakes were removed. :wtf2: there is aslo so an electrical ground that has nowhere to go (idk if thats from the original motor or not). there is a set of wires that have 3 wires that are cut, a red, orange, and yellow wire. i believe the yellow wire goes to what i think is the oil sensor but the others i cant find another end for them. i need to sell this car soon but it has to run first, any tips on what to fix first?

And do a compression test. If the engine was run with the cams out of wack or the timing chain broke while running you may have bent or broken valves... but hopefully it's just an electrical issue
