my 240 wont change out of gear

to start i have a 91 s13 with a rebuilt motor. i went to drive the car for the first time today after the rebuild. started up just fine in park, put it in drive but the car wont move. so i tried all the gears but none of them did anything. i shut off the car and test the neutral safety switch by trying to start it in other gears. seems to work fine because the motor only starts in neutral and park. the thing that really has me confused is if i tried to start the car in drive the wipers move once. also the neutral safety switch buzzes when the cars is in the on position if the battery is low. so it seems like short but i dont even know where to start looking.

ok so i did some more checking. my brake lights don't work. bulbs look fine and the fuse is good. also when i put the car in rev with the ignition on the rev light work so i am assuming the neutral safety switch is fine. thinking of changing the stoplight switch but cant really see that preventing the car from driving either.

If the car won't move,then you have a transmission problem.Have you checked the fluid level?
