Its a combination of that and turning in the stop-bolt.
to detail my answer to my own question,
loosen the 12mm nut on the rod going into the MC. Turn in the rod say, 4 full turns. Do not yet tighten the 12mm. Look higher and adjust the 14mm bolt down so when the pedal is up, theres a teeny bit of slack before it engages the mc. Test the engagement. Play with the 14mm height stop bolt and the rod to get the engagement you want. Then tighten the 12mm nut on the rod to keep it from vibrating out of position.
If you do not adjust this 14mm height stop bolt, engagement will creep back up on you.
It is also important to have a little slack at the top of the pedal travel wherever you set it. If you have NO slack, the release bearing may be constantly riding on the pressure plate which will wear it out quickly, or worse, engage the pressure plate just enough to make the clutch feel like its slipping.
