so if you have a boost controller and you turn off all boost, what sort of mpg will you get? anyone know?

You can't turn off the boost. The stock wastegate is set to open at 7 psi. You'd have to find a way to do the opposite of a boost controller to make it open sooner, thus allowing less boost. A boost controller restricts the pressure going to the wastegate so it doesn't open as soon.

15-30 mpg depending on driving style, hwy or streets, and level of mods.

I have a redtop with a t-28 what do you think the hwy and city would be?

I got a redtop also with 50# injectors and walboro pump, also a t-28, on normal driving the majority being freeway, I usually get 22-25 mpg, on streets its closer to 20mpg.

I have an s15 t28 at 1 BAR and 565 injectors, I get around 18 mpg in the city and ~23 in the Hwy, your gonna probably get something similiar or better if you drive right. Ive never driven a tank at 7 psi Im sure it will get better millage and I get on the boost fairly often.

my sr gets 26 mpg all day long and i boost whenever i want to. I LOVE DROPPING 3RD GOING LIKE 60 AND MASHING IT!!!
