motor has low power slow rev after engine swap??

well my previous kade had bad blowby, so I swapped in a 1993 which seems to run great for the most part. When I rev it up it is quite a bit slower than it should be. It feels like a timing issue, exactly like when a cam is off by 1 tooth. I checked the cam timing and the dizzy timing, that is all fine. everything was fine before so things like ecu,maf and things should be good. Tried another injector set no difference. Also reset the ecu.

It seems to hesitate and pop a little bit, and the idle is perfectly stable. One note is this engine has only 1 tps plug, while my old one had 2 plugs. I believe 1tps is manual and 2 is auto? My ecu is an auto in a 5sp but no problems before. Plugs seem to be running rich as well. I can't figure this thing out.

Does anyone think the secondary butterflies can cause problems? I noticed while revving the vacuum rod didnt move at all, I could pull it by hand though?

Swapped out the tps and a few other things. It is 98% better, just still runs slower than it should a little rich still?
