Well, the motor itself can apparently hold low 20s stock, but you won't be able to do that with a stock turbo. I wouldn't suggest taking a stock T25 past 13 psi which would net about 230rwhp. I wouldn't go past 9psi on the stock intercooler. I would also suggest upgrading the fuel system, injectors and such.
Theres no singular performance upgrade that stands out from the others except maybe an FMIC right at the beginning.
One singular mod generally doesn't make a huge difference, you're looking at how the entire package works together.
350 at the wheels is about 10,000 dollars for engine, labor, and install from me. I would imagine if you have someone in California do it you should expect closer to 14-15,000 dollars. Enjoy your day!
