More A/C questions.

Ok I'm workin on my lil bro's 93 s13 coupe. This A/C system is driving me nuts. The gauges are reading correct. Well as far as I can tell. The compressor isn't making any noise. The blower is blowing. But the evap coil isn't cold. How can this be? If there is a drop in pressure across the high side and low side, and the seperation of those to sides is at the compressor and the expantion valve, then the low side should be cold right? But it's not. WTF?

Here's another thing I just thought about. The Fsm Is calling for R12. But this Is a 134a system. Does this mean that the amount and/or refridge in the system would be different than that of the FSM's specs?
