Ok Guys I've been getting moisture in my headlight the used car dealer gave me the check to replace the light the dealer wants 1600 i found one on ebay for 600.00 with AFS. my question is it hard to remove the bumper?

I'd like to replace the light myself i need to get this done I don't want to short my car out then I'm really screwed. I was able to get all the moisture out but it's going to happen again

How much moisture are we talking about? It may be perfectly normal as noted below.

Lamp housings heat up when you run your lamps, so they're vented to allow the heat to escape and equalize pressure as they heat up internally s so you don't blow the seal, crack the housing and so on. The exact opposite happens after you turn them off. They cool down and draw air from outside, sometimes the air has more moisture and can condense on the inside of the housing. How quickly the condensation builds up or dissipates is driven by so many factors like temps, humidity, how often you run your lamps, etc but there's no way to avoid it.

The problem is more apparent with clear lamp housing lenses as you can see right through it and the condensation becomes more apparent, resulting in more customer complaints. OEMs hate having clear tail lamps as the condensation is more apparent but styling or customer visual appeal sometimes dictate whether you get clear, smoked, red tinted lens, etc.

So yeah, it is normal and not BS. Do a google image search for headlamp condensation and you'll see it on just about any vehicle make, whether it's Japanese, domestic, European or affordable, luxury, etc.

I wouldn't take condensation in the headlight as acceptable. Your car won't short nor will your bulb blow up. It may discolor the lens over time. There will be water stains on the insides of the lens eventually as they continually dry and re-wet.

Buying a used headlaqmp from Ebay, Caig's etc is a HUGE risk. There is no guarantee that it won't also have a problem with condensation. The headlamps have a tiny moisture release on the back that is supposed to allow moisture to escape. Perhaps your vent is clogged or blocked. I would make the effort to remove the headlamp and see if you can unblock that vent before using that check to buy a new headlamp. I remember reading where a member did that and had no issues after clearing the vent.
If you can't find the vent, and you can buy a new unit without using your own money, try drilling a tiny hole on the back of the unit and sucking the moisture out with a vacuum cleaner hose. If it fails, all you've lost is time.
