Missing Front Bumper Piece?

Hi all

I noticed that there is a small rectangular notch in the front bumper on the drivers side. There is a small circular opening in this notch. Should this be there and visible?

There should be a pop in cap filling the hole. There is a tow hook in your tool kit that goes in this hole if you get stuck.
