minor issue,need some help

ok i just got another 95 240.it seems to have the same problem my old one had a year ago.when im driving the car will start shuddering,especially when i hit bumps.since i knew what was wrong with my old one(break in the wiring harness) i went and wiggle the wires while the car was on and sire enough i got to the bend near the firewall and pulled on it and the car tried to shut off.so i know how to fix that.what i need help with is its throwing code 21.will the break in the harness cause that?
