MIL/CEL will NOT turn on

i have a 90 240sx and the MIL/CEL will not turn on when i start the car, rendering the car unable to be smogged in Cali. i have already checked all of the fuses in the car. i have also removed the instrument cluster and replaced the bulb, as well as switching it for my working parking brake bulb. so far, none of these things have yielded a result. i have also checked as much of the wiring as is visible for any cuts. i checked the traces on the instrument cluster and nothing is broken or shorted.

the car was originally from texas-> i dont know if they have a special kind of emissions system or registration process that would somehow affect this system, but i figured i would mention it.

any help would be greatly appreciated.
