They are putting a new used steering wheel on because the air bag springs are bent.

A tire going bad can do it. If that's the issue, an RFV test (road force variation) should show it up. I never actually chopped up a Versa axle set, but the stiff-springy trick can also be done with differential materials where both are solid or both tubular but the long one is a stiffer material, such as being surface-tempered where the short one is plain. I'll just assure you that one is stiff and one isn't, to a very exacting degree. If either or both axles are cheap aftermarket, that could be your whole problem.

Should they be able to tell if the air bag is damaged or not? Or, is it more difficult to tell after all the problems this one has experienced?

They are installing a new used steering wheel, as the springs are damaged, for sure. When I first replaced the air bag successfully, I noticed that the horn button/air bag seemed a bit loose and could be wobbled around slightly. This shop said that this same thing has occurred with them. They can't get just the springs.

The Bag Brain will know if there's any functional damage. If the lamp is off it's good. Mechanically, as long as the metal case isn't dented or busted in any fashion, it's fine. Damage to the case is a no-no, that can cause improper inflation if the bag ever needs to deploy.
