use a dremel and carve out a 1/4 inch deep, v-shaped groove along the length of the crack. This will give you a bit more surface area for the patch to take hold. Rough up the area with 80 grit sandpaper. If its fibreglass get a fiberglass repair kit. If urethane most auto stores sell an epoxy based repair kit specifically for flexible bumpers. Follow the mixing directions included. If its accessable use a sheet of fiberglass cloth, about 2 inches wide, soaked in filler, on the back of the crack to prevent any from seeping too far through. Then fill the groove with filler. Use a body filler scraper to smooth the surface and remove any excess filler. wait for it to dry. then sand it smooth, prime and sand again and you should be all set for paint.
