I was checking out the Megan Racing Coilovers, and I was able to turn the springs. Am I suppose to be able to do that or are they not suppose to move?

Yes they spin. And either way, spin or no spin, it doesn't matter.

Should they be preloaded? If so how much?

Absolutely.... Does not come factory preloaded.

Tighten by hand until the collar meets the spring and the spring has no play up and down.

Give it about 3-5 turns with the perches id say?? Just so the spring has enough pressure on it, but you don't want too much or you sacrifice ride quality.
