Well trading a non-running project car for something considerably newer that does run would seem to a no brainer.
But when buying a family vehicle, My view is that you should think more about the family's comfort than whether the car is "cool", or sporty. So I would look at what else was done to the Veedub, what other mods were done, how they impact the comfort/utility/reliability, how well the mods were done, and how well the car has been treated (both before and after the mods) before pulling the trigger on a trade like that.
You noted it was "slammed". I assume you mean customized. if it means, for example, it was lowered, with oversized wheels and ultra low profile rubber and rides so stiffly you can identify the brand of cigarettes you drive over, then it would be ill advised to subject a baby to that kinda jarring. Another example, if the VW has a overly big muffler that gives a loud elephant-fart sound, you might love the noise, but it'll wake/disturb the baby every time you step on the gas. Or if the entire trunk is filled of silly woofers/subwoofers/video screens, making it useless for carrying a stroller/luggage/groceries, then I'd say find something a little more practical.
I;m not saying all mods are bad and the car must be stock, I'm suggesting to keep it in perspective as the car is not solely for your driving pleasure.
