major lighting problem! help!!

the passenger side will blink super fast as if a bulb is out, but i replaced them all..the drivers side is normal, even tho the lites dont lite up as running lites..just go on when there engaged. i just went outside to put my car in the garage and i just noticed my tail lites dont go on, unless i step on the brake. so only my headlights are on if im driving..wtf! any suggestions?

make sure that the bulb is in the right way. they are bi-polar. if reversing it works, then the blinker problem will be solved. as for the others, i have no idea. sorry.
