machine work?

Engine builder called a couple days ago to let me know that the block and head I bought for my build are no good. The head had cracks big enough to see with the naked eye running from valve pocket to valve pocket. The block had very small fissures in the material between the coolant passages and one all the way around the oil feed port for the turbo. I tore down my other block that I had planned on selling and took it down to him. He called back today to say that this block also had those small fissures coming from the coolant passages. Is this normal after decking these motors?

This is the best pic I could get. The cracks are barely visible to the naked eye. I can't even feel them with a finger nail but, this gives an idea of where they're at.
