No. While LPG IS higher octane, allowing higher compression or boost for more power, it has roughly 20% less actual energy value (calorific or BTU), thus lowering actual engine power output. Therefore LPG is roughly 20% less powerful than the same engine running on petrol/gasoline, resulting in 20% greater fuel consumption for the same distance travelled(because a bigger throttle opening is required for the same power) and reduced power at WOT.
However the cost difference for LPG in most cases is far more than 20%, resulting in a net saving of $$, and if the higher octane rating can be utilised by higher compression, advanced timing or boost, the power loss can be minimised. To make more power than petrol simply because of the octane is very difficult, even factory produced LPG dedicated vehicles cannot match the petrol equivilant. LPG is for the economy minded and high mileage vehicles like taxis, and also less enviromentally damaging. For that matter, an engine running on LPG will remain cleaner too, think 30,000km oil changes without the oil even looking dirty.
