I've read conflicting stories on this in search, but can the lower timing belt cover be removed without touching the harmonic balancer?

Nope. You're gonna have to take off the harmonic balancer as well as the water pump pulley to remove the lower timing cover. At least with the RB20, not sure on the 25/26.

You'll have to pull the crank pulley on the RB25/26 as well. :/

Only reason I ask is because Ricky said it was possible if the water pump pulley is removed on an RB25. Wasn't sure if the RB26 was the same way.

Agreed, I found no way around it with the original equipment.
