Lower Steering Shaft Xref Question

Question:

Can I swap out my lower steering shaft w/ rag joint on my 95 HB non-tilt to a lower steering shaft off of a tilt-steering model thus eliminating the rag joint completely?
Any junkyard cruisers have any info on this swap?

Isn't the rag joint there so the steering column won't impale a driver through the chest in the event of a front end collision?

The rag joint is actually there to help absorb road shock. Mine I think is contributing to s*** steering response and I would like to eliminate it.
