low power and mid rph hesitation + wont go in 1st gr

ok well here it is, i have a 91 240, with a diff, dohc, its a temp motor while the orig is being built) well it never really ran great but now most recently it will choke out or hesitate while going upto between 2500 and 4000 rpm in an out, it doesnt discriminate against rpm, not always the same rpm, today i am getting it ready to drive for work for a little bit, so a was installing lights body parts, and full cat back exuast, well nothing changed after most was done and i went for a ride round the block everything ok exept the one prob, bout 2 hours later i only swapped hatch and head lights, went for another ride, and it wont shift to 1st gear, it is an auto, even when man shifting to 1st its goes to 2nd and 2nd is 3rd, dr is 3rd then w/ od on it goes to od, but even in drive it will not kickdown to 1st, even at w.o.t. also now the hesitation seems worse, the motor is all stock from a 91, comp and wiring and everything is for that motor, trans has about 200k on it, when bout it wouldnt engage but that was because the idiot prev owners had 1 qt of fluid in it!!! so i changed the fluid/filter/gasket/ voala perfect, firm shifts, no drag or lag from man shifting, both motor and trans have had bout 50 mile put on them by me. but probably 24 hrs total time runnin ,, motor has ??? miles oil was changed when installed a year ago, well that about it, sorry if i dont have enough details here, i been working since 3 am,,

also a couple other lil things,windsheild wipers come on once every once in a while, (w/ switch off) int light/ ringer/ bell, horn, not workin,i had fun tho for 2 hrs trying to find out why no brake lights, the switchplate that the switch hits had no plate, just air, welder came in handy

thanks to whoever has tips, i just been working on things for the car not on the car for over a yr and a half now so it all pilled up+prev probs, swapping to pwr doors ect,
