I got my friend to compresion test my 1990 tt with about 115k on it and each cylnder had psi from 138 to 142. Isnt that very low? From the factory arent they 190? What could be the issue and is there any way to fix this? Thanks guys

It's the low end, but you're fine. Short of rebuilding the engine there's nothing you can do to raise the numbers. Be sure you have a fully charged battery and are following the procedures listed here:

Did you compression test it with the engine FULLY warm and with a fully charged battery? If not, do it again. A cold test or testing with a weak battery will throw the numbers off. You can also have the battery on a battery charger while doing the test
