Low bitrate with DSL. No clue what is wrong.

Alright, I've been fighting with Verizon for a week now and they can't find the problem. Maybe you guys can. I have a 3 meg DSL plan with Verizon. Phone line goes from the wall to the modem, then from there to my computer and Xbox via ethernet cable. A second computer connects via wireless. Despite all my efforts, I cannot get past 200kbps. Just now I clocked a 170, but during peak hours it is usually half that.

I've spent hours with techs over the phone trying to change my computer settings and that hasn't resolved anything. I had cable before I moved into a new house, and the connection was perfect then. I've had two techs out at the house to inspect things, and they get a full 3 meg reading from both the wall jack and the modem. Does anyone have ANY ideas? I'm sick of having what is essentially dial-up.

And no, getting cable here is not an option.

Do you have some type of virus program scanning the data as it is coming in?

I have AVG Free and the XP Firewall. I've tried disabling both but it does nothing to affect the speed.

I can only explain this as an act of God. The net was sucky last night, then when I came home from class today I was pushing 2800 kb. I have no idea how it happened.
