loud clicking under dash nothing on but the key

My son brought the 95 J over the house and asked if I could figure out a noise under the dash. Before I start tearing things apart maybe someone else has had this. I just turn the key on and the clicking starts sounds like someone tapping on the dash with a drumstick The engine is off AC is off ac fan on or off no difference , radio is off. It sounds like it is between the air bag and the clock . maybe an air valve but I can cycle those switches with the fan on and the noise does not change.

Just in case any one else has this issue it was the intake door motor, behind the glove box above the fan. I just cleaned the 200,000 miles worth of crud away from all of the linkages, and reseated the electrical connector no more noise
