the problem got progressively worse over about 10 miles to the point of being very loud.

this kid changed out his shocks and springs today. did not touch the brakes and the shocks and springs were already together all he did was bolt them in, there was no spring seating or compressing or anything like that.

while driving and noise (like something cought on a wheel spoke slapping sheet metal every time it went around) was happening, seemingly from the left rear and the right front. it became louder and louder and then eventually could feel it in the steering wheel a bit (this is all under 25 mph). The noise does NOT occur under any rate of acceleration, and does NOT occur under higher rpm decelleration. also the noise is louder at higher speed, and very quiet at very low speed.

there is nothing visibly wrong, and everything was put together tightly.

im stumped, any ideas?

almost sounds if maybe the heat shield on the rotor is rubbing against the rotor...

Best thing for you to do is take the wheel off and rotate the rotor and see whats rubbing against if, if you cannot reproduce the noise with the wheel off, then youll need to look at the wheel itself.

You my friend are suffering from that inevitable disease that is named "Bad Wheel Bearings" Change them immediately. If one of those bad boys seizes up while you are driving .... lets just say I hope you are not next to anyone or anything when it happens. Seriously it's your wheel bearings going bad, does it sound like a whu whu whu sound? Only does it while you are moving, gets louder the faster you go, gets quieter when you slow down?? Yep wheel bearings!!
