Got a few issues but this one is the worst.
Power steering works but whenever I floor the pedal I lose power steering and the only way to get it back is to floor it again while giving the wheel a quick jerk. Check the ECU code and it blinks 55.

Any belt squeal? How's your fluid level. In the PS, we use ATF as well, not PS fluid. Not sure if you know this.

I did not know about using ATF, thanks. Fluid level is full and I assume the correct type. There are no squeals of any kind while the engine is running at idle or high rpms. There's also no leaks or bubbles in the reservoir. If I take about five seconds to floor the pedal (getting up to about 80) there is no loss of power steering, only when I floor the pedal all the way all of a sudden.
btw, how can I post pictures on here?

Is the fluid brown or black, or does it smell burnt? If so, change the fluid. Use synthetic ATF to lower operating temperatures of the P/S system and for better cold weather performance. To change the fluid, use a turkey baster (from the dollar store, not your significant other's) or a suction gun to siphon the fluid from the power steering fluid reservoir, then refill. Ensure level is correct using the dipstick.

not to discredit the comment, but how can you tell your power steering is out under full throttle? id either be in a straight line, or just a slight turn under WOT. either way id be going fast enough not to ever notice that the PS was cutting out.

Thanks Town,,, I'll do that probably in the next couple of weekends before the superbowl. Z31toZ32 I usually only have it floored for about a quarter mile before having to slow down and make a turn. That's when I have to use what muscles I have left to turn the wheel. Oh, I forgot to add that it doesn't matter if I'm driving the car or if it's parked. I rev up the engine I still lose power steering until I rev it up again.

Sounds like an electrical problem. Power steering is governed by vehicle speed - the slower you go, the more power assist is needed - the faster you go, the less power assist is needed. Therefore the amount of assist that is given is controlled by the power steering control unit which has many inputs including vehicle speed, transmission position, foot-brake position, parking-brake position, clutch position, etc. If the control unit doesn't receive any of those signals it will "failsafe" into a default setting where the control unit assumes the vehicle is traveling at a high rate of speed. So the steering will feel heavy at slower speeds or when the vehicle is stationary.

How this is related to throttle position I'm not sure - you may have an intermittent problem from one of the inputs to the control unit. I would suggest reading up on the PS system from the service manual - here's where to start (read the general knowledge statement on this page a few times until it makes sense)

I would follow the "Diagnostic Procedure 1 - Heavy steering operation during stationary turns" flow chart and just check everything until you find the problem. I hope you have sharp electrical skills - this one is going to be fun lol
